Required Qualifications
Education
Advanced university degree, or a first level degree and a recognized professional qualification in library or information science or other related field.
Experience
Three years of professional experience in library work or information network administration at national level, or two years at international level. Experience organizing web content for easy end-user discovery. Experience with Microsoft SharePoint, LibGuides or other content management solution would be an advantage. Experience guiding users in locating legal information resources.
Languages
Excellent command of one working language (English, French or Spanish) of the Organization and working knowledge of another.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies Knowledge of standard library management principles and methods. Familiarity with bibliographic and content management tools. Knowledge of automated information systems applicable to libraries or information networks. Knowledge of Library indexing and cataloguing standards, and electronic search and retrieval methods. Excellent analytical skills in order to analyse the needs of users and to locate easily accessible information. Ability to answer queries from users and to disseminate easily accessible information. Ability to communicate effectively both orally and in writing. Ability to work on own initiative as well as a member of a team.

Behavioural competencies
Ability to work as part of a team where team members include ILO staff in the field, publishers, academic partners and staff of other UN agencies around the world. Ability to use independent judgement to resolve clients’ concerns. Ability to set priorities and meet multiple deadlines. Ability to deal with a diverse clientele in a courteous, professional and tactful manner. Ability to communicate effectively with clients in person and by phone or Skype, one-on-one, and in large groups. Orientation to sharing knowledge with colleagues and users of ILO information. Effective writing and presentation skills. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between October 2017 and February 2018. Candidates are requested to ensure their availability should they be short listed for further consideration.
